How do I apply for childcare?

Applications for funding from August to 28 February 2020 are now completed on the East Dunbartonshire Council website. Applications for March 2020 to June 2020 are open from 3 June to 30 August. . Any parent having difficulty accessing the EDC online applications should speak to their local Early Learning and Childcare Centre or the EDC Hub for assistance.

For parents applying for funded providers places, the place must be secured directly with the centre and a funding form completed on the EDC website.

Allocations take place following the admissions and bandings procedures as detailed in the admissions policy.

Applications for 0 to two year olds should be collected from Early Learning and Childcare Centres that provide under 2 year old provision.

Parents applying to local authority ELC’s can apply for two year old places at any time online. Parents should speak to their desired ELC to enquire about availability of spaces.

Applications should be completed between January and 28 February for funded 3-5 year olds. Thereafter applications will be considered late applications.

Parents must apply for 3 year old and then again the following January for their 4 year old funded place.

FAQs

  1. When should I register my child for an ELC place for next year? (2020/2021)

Applications can be made using the online forms with effect from 13 January 2020 for session 2020/2021. The closing date is the 28 February 2019 and any applications received after that date are considered as late.

2. What do I need to support my application for an ELC place

Supporting documents can be uploaded with the new online form (this can be a photo taken on your smart phone). The following documents must be submitted electronically with the form or taken to your local Hub within 7 days quoting your online application reference number.

  • Child's birth certificate
  • Current Council Tax notice as proof of residency (if resident in East Dunbartonshire)
  • Utility bill within the last 3 months (if resident in East Dunbartonshire)
  • Proof of Guardianship (if applicable)
  • Completed verification form for eligible 2 year old (if applicable)

*Applications cannot be processed without supporting documents

3. I do not have these documents can I still apply

Yes you can apply, however your application will not move forward until you produce the documents required.

  • Child’s birth certificate – You can obtain a copy at your local Registration Office (there may be a charge for this).
  • Council Tax notice – If you cannot provide this please contact Shared Services, Education 0300 123 4510 or email earlyyears@eastdunbarton.gov.uk for further advice.
  • Utility bill – This can be a paper copy or screenshot/photo of online statement.

4. How do I register my child for a funded ELC place?

You can apply using one of our online application forms using the guidance notes for reference. If you are unable to complete the online application form you can request a paper copy by emailing earlyyears@eastdunbarton.gov.uk.

5. My child is 2 can they attend a Local Authority ELC centre

Yes, using the online application form you can apply for an unfunded place from their second birthday, or a funded place may be available from the term following their second birthday for an eligible 2 year old if you are in receipt of:

  • Income Support
  • Income-based Jobseeker's Allowance
  • Income-related Employment and Support Allowance
  • Incapacity or Severe Disablement Allowance
  • State Pension Credit
  • Child Tax Credit (CTC), but not Working Tax Credit and your income is less than £16,105
  • Both maximum CTC and maximum Working Tax Credit and your income is under £6,420
  • Support under part VI of the immigration and Asylum Act 1999
  • Universal Credit

Or if the child is:

  • Looked after
  • Under a kinship care order
  • With a parent appointed guardian

Please note: only certain centres provide places for 2 year olds.

6. I have not applied within the deadline – what do I do?

East Dunbartonshire Admission Policy falls in line with The Scottish Government Statutory Guidance, and cut off points for funding is determined by this guidance.

The Admission Policy is reviewed annually and is passed through Council Committee. For this reason, we are unable to allocate funding early for children who miss the cut off dates.

Parents do have the option to purchase early entry places prior to the start date of funding.

Children with supporting factors can be referred for early entry consideration from health or education. A panel of professionals will consider the Request for Assistance application.

7. My child is currently at a funded provider and they have told me that I cannot get funding for them to stay there.  What should I do now? 

  • Centres in the private and voluntary sector apply every two or three years to fund early learning and childcare in partnership with East Dunbartonshire Council. 
  • The current contract is for one year only from August 2019 to August 2020.
  • It can happen that centres do not make funded provider status; there can be a variety of reasons for this as there are clear criteria, including quality that require to be met.
  • If you receive confirmation that the funded provider is no longer in partnership with the Council, you will have a number of options including moving to another private or voluntary provider or a local authority centre.

8. Will the provider fund the 600 hours for next year 2019/20?

  • If the centre is does not have ‘funded provider’ status with the Council, this means that they cannot claim payment from the Council for your child’s entitled 600 hours per year of funded early learning and childcare.
  • The Council can provide you with an alternative centre, where your child can receive funding for 600 hours per year of early learning and childcare. 

9. What other centres are there?

The website has information on all of the local authority and funded providers in the area.  There are links to individual centre’s websites, which will offer more information.  The Shared Services team can tell you what centres are near to you, or are in a particular area.

10. Do you have enough places?

It will depend on where you apply to – Shared Services will do their best to accommodate your requests; if this can’t be done, Shared Services will work with you to find an alternative  that will fit your needs as best as possible. 

11. When will I find out if I have an ELC space?

  • Early Years & Childcare allocation letters for children due to start at a Local Authority Centre in August 2019 will be sent out to parents/carers at the beginning of June.
  • August - Dec intake will be informed in June
  • January - February intake will be informed in August
  • March - June  intake will be informed in September . Places are subject to availability.

This will be reviewed for 2020 when all families will be informed of all allocations in June.

12. I have applied for an extended place (half/ full day) at nursery for my child - however I have been allocated a sessional place.  Why is that? How can I get an extended place?

Some of the local authority early learning and childcare centres are very busy and allocations are made in line with the Admissions Policy.  It is unfortunate that you have not had the allocation that you hoped for.  It may be that another centre in East Dunbartonshire can accommodate the pattern you require.  Details of all local authority and funded providers are on the website, or you can phone Customer Services on 0300 1234510 or email Early Years Shared Services on earlyyears@eastdunbarton.gov.uk  for further information.  To address the demand and meet the requirements of the 1140 hours expansion, three new centres are due to be built over the next year - one in Milngavie (at the former St Joseph's Primary School site), one in Bearsden (at the former Brookwood Library site) and one at Southbank in Kirkintilloch.  These centres are due to open in August 2020.

13. I have applied for a particular nursery but I have been allocated a different nursery.  Why is that?  Can I change this allocation?
