The proposed Twechar Outdoor Pursuit Centre will be a canal side development situated to the south east of the Forth and Clyde Canal, approximately 3 miles east of Kirkintilloch Town Centre. Located at the entrance to Twechar, the Complex will be bounded by the Forth & Clyde Canal, grazing land and former Masonic Lodge.
Accommodation: 
The current Twechar Place Plan identified the canal as one of the key attributes of the village and the vacant, canal side site as a priority for action to improve the northern entrance to Twechar and to provide new facilities and opportunities for community benefit. The Council secured funding of £1.1 million to create an innovative community-run facility in Twechar. The canal side resource will offer a range of activities such as canoeing, kayaking, cycling and walking. It will also provide a base for new educational training and voluntary opportunities helping to promote regeneration in the area. The facility will be fully accessible and benefit the Twechar community and wider residents of East Dunbartonshire, public and voluntary sector organisations as well as visitors to the area.

Planning: 
The subjects are marketed with offers invited for Lease with all offers to be accompanied by a Business Plan, which demonstrates how the proposed Lessee will contribute to the achievement of East Dunbartonshire’s Local Outcomes Improvement Plan. A copy of East Dunbartonshire’s Local Outcomes Improvement Plan is available on request and should be referenced in any attached Business Case/Plan. The lessee will be expected to meet all operating costs associated with the Complex, including but not limited to utility costs, repairs and maintenance, cleaning, insurance, non-domestic rates (if applicable). In the event of a joint offer on behalf of two or more parties, or where the offerer is a newly created organisation then the offer must include details of the organisation, copies of its constitutional documents and details of its governance arrangements. The Council is not obliged to accept the highest or any offer and reserves the right (but is not required) to request that an offerer submits additional evidence in support of its offer. Further, the Council reserves the right to reject any offer, which is incomplete or otherwise does not comply with these instructions.

Late offers will not be accepted or considered by the Council All offers must be submitted in a plain sealed envelope. The offerer must not place any distinguishing mark on the envelope other than an address to which the offer may be returned if it is not submitted in accordance with the Council’s directions.
