Scottish Ministers back Planning Board's decision to reject greenbelt plans

An appeal against East Dunbartonshire Planning Board's decision to reject plans for around 140 homes on greenbelt near Torrance has been turned down by Scottish Ministers.

The Planning Board agreed on 15 December 2015 to reject an application by Hallam Land Management to build homes on 12 hectares of grazing fields at Tower Farm.

The unanimous decision followed 178 objections from local residents.

The board refused planning permission on grounds including greenbelt protection, sustainable transport and development, road safety and flooding concerns.

The applicant lodged an appeal and a planning inquiry was held from 24-27 October 2016.

A range of evidence was considered by the Reporter for the Planning and Environmental Appeals Division - including concerns from local residents and detailed submissions from Council planners.

East Dunbartonshire Council was informed on Wednesday 31 May that the appeal has been rejected by the Reporter and Scottish Ministers.

Councillor Billy Hendry, Chair of East Dunbartonshire's Planning Board, said, "I am delighted that the Board's unanimous decision to refuse permission for this greenbelt site has been vindicated and so too have the valid concerns of local residents.

"Members made the right choice for the right reasons - taking account of planning guidance including representations from local residents, with concerns about road safety, drainage and flooding, and public transport.

"I want to commend the Council's planning officers who put in an immense amount of hard work to ensure this site was protected.

"I am pleased that Scottish Ministers have backed the views of local residents and the Planning Board."

In his findings, Reporter Timothy Brian stated, "Overall, I conclude that the appeal proposal, which involves the construction of around 140 houses in the green belt to the west of Torrance, is contrary to the relevant provisions of the development plan, and is not supported by other material considerations.

"I therefore recommend that planning permission in principle is refused for the proposed development at Tower Farm, Torrance."

Scottish Ministers have accepted his overall conclusions and recommendations - as confirmed to the Council on Wednesday 31 May.
