Council suspends implementation of changes to Redundancy Payments Framework

At a Special Council Meeting last night (Tuesday 10 April), the Council agreed to suspend implementation of its revised Redundancy Payments Framework, which had been agreed on 9 November 2017, to allow further engagement and consultation with trades unions.

Joint Council Leader, Councillor Vaughan Moody, said, "The Council made difficult decisions when setting the 2018/19 Budget and recognises the impact of these decisions on employees. We feel it is appropriate for us to include the changes to the Redundancy Payments Framework late last year within the wider negotiations with trades unions planned in relation to changes to employee terms and conditions."

Joint Council Leader, Councillor Andrew Polson, said, "Delivering our highest level of savings yet to balance the 2018/19 budget was incredibly challenging. Including the previous Council decision from November last year with the more recent decisions taken in March means that all proposals that impact on our workforce, and any alternative proposals identified, can be considered together and this Joint Administration believes that this can best be achieved by working with the Trades Unions.”

Officers have been tasked with commencing negotiations with the trades unions to establish whether any alternative options or proposals can be found which deliver similar financial outcomes.

Should an alternative package be agreed by the end of June 2018, the Council will implement those changes with effect from 5 November 2018.  In the event that agreement is not reached by 29 June 2018, then the changes to the Redundancy Payments Framework agreed on 9 November 2017 will be implemented with effect from 5 November 2018.
