Information relating to pet shop licensing is listed below.

Licence summary 
To run a pet shop, you need a licence from the Council. The number and types of animals that may be accommodated will be specified on the licence along with other specific conditions. This is the case for all commercial organisations selling pet animals, including pet shops and businesses selling animals over the internet.  

Before completing the Licence application you must contact the Council's Planning Department to find out if you need to obtain planning consent.  Full details of your proposal should be forwarded to:

If you require planning permission you will need to allow an 8 week period of determination and plans, forms and relevant fees will be required for the Planning Authority to assess the planning application.. If granted planning permission or advised that there is no requirement for planning permission this document should be attached to your Licence application.

Eligibility Criteria

Applicants for a pet shop licence must not be disqualified from keeping a pet shop.

Application evaluation process

Local authorities must consider the following for an application for a pet shop licence:

  • that animals will be kept in suitable accommodation, for example in regards to temperature, size, lighting, ventilation and cleanliness
  • adequate food and drink will be provided to the animals and they will be visited at suitable intervals
  • that any mammalian animals will not be sold too young
  • that steps are taken to prevent disease spreading among the animals
  • that adequate fire and emergency provisions are in place

Conditions can be attached to a licence to ensure that the above are complied with.

Will tacit consent apply?

No.  It is in the public interest that the Council must process your application before it can be granted. If you have not heard from us within a reasonable period, please contact Customer Services and request to speak to someone in Licensing.

The fee for a pet shop licence is £100.

To change the types of animals, as specified on your current licence, that you accommodate in your pet shop, you need to apply for permission from the Council. The number and types of animals that may be accommodated will be specified on the new licence along with other specific conditions. If you are already licensed by the authority and wish to renew your licence, please complete the renewal form.

The fee to renew a pet shop licence is £100.

Redress

Failed application redress
Please contact the Council in the first instance.

Any person who is refused a licence can appeal to the Magistrates court or, in Scotland, the Sheriff covering the area the premises is located. A court or Sheriff may give directions on the issue of a licence.

Licence holder redress
Please contact the Council in the first instance.

Any licence holder who objects to a condition attached to a licence may appeal to the local Magistrates court or, in Scotland, the Sheriff covering the area the premises is located. A court or Sheriff may give directions on the issue of a condition.

Other redress
Other sections of Environmental Health Department and the Planning Department could investigate other complaints concerning this application.

Consumer complaint

We would always advise that in the event of a complaint the first contact is made with the trader by you - preferably in the form a letter (with proof of delivery). If that has not worked, if you are located in the UK, Citizens Advice Bureau  will give you advice. From outside the UK contact the UK European Consumer Centre.
