The Environment Act 1995 provides a
framework for Local Air Quality Management under which the
Government has produced a National Air Quality Strategy. This
Strategy, published in January 2000, sets air quality standards and
objectives for eight key pollutants. Local authorities have a
duty to work towards achieving the objectives for seven of these
pollutants in the relevant time period laid down in
Regulations.
The air quality objectives applicable to Local Air
Quality Management in Scotland are set out in the Air Quality
(Scotland) Regulations 2000 and the Air Quality (Scotland)
(Amendment) Regulations 2002.
The Government has set out a
timetable of ongoing air quality assessments which requires local
authorities to review and assess air quality on a regular
basis. The Updating and Screening Assessment report published
by East Dunbartonshire in July 2003 identified a risk that the
objective for fine particles (PM10) was likely to be exceeded at a
number of locations. A Detailed Assessment Addendum Report
followed which clarified the need for a Local Air Quality
Management Area to be declared in Bishopbriggs. In December
2005, a Local Air Quality Management Area was declared in
Bishopbriggs covering a 60m corridor along the A803 Kirkintilloch
Road between Colston Road and a point 30m north of Cadder
Roundabout.
The Updating and Screening Assessment 2006, followed by a Progress
Report in 2007, confirmed objectives were being exceeded in the
Bearsden Cross area therefore a Detailed Assessment of road traffic
emissions in Bearsden and Milngavie was undertaken in 2008.
Continuous ongoing assessment (the
Air Quality Updating and Screening Assessment 2009 (pdf)
(9.8Mb) and the
Air Quality Progress Report 2010 (pdf) (2.92Mb) concluded
that a Local Air Quality Management Area in Bearsden had to be
declared. This is in compliance with the duties placed upon
the local authority in terms of Air Quality and with approval of
both the Scottish Government and Scottish Environment Protection
Agency.
The Air Quality
Management Area Order in Bearsden was signed on 17 May 2011
with an effective date of July 18 2011. The designated area
incorporates a 60 metre wide corridor along the A809 to the
junction with Antonine Road and to the south beyond Canniesburn
Toll to incorporate several road junctions. The eastern boundary is
to the east side of Roman Road car park with a small section of
Stockiemuir Road also incorporated.
