4.1.67   Within East Dunbartonshire there are three pipelines/installations handling substances notifiable to the Health and Safety Executive under health and safety regulations, these are:

1.  the high pressure gas pipelines running across the authority area,

2. the chlorine storage area at the Balmore Water Treatment Works,

3. the bonded warehouses at Buchley

 

4.1.68     These features, along with the appropriate consultation distances are plotted in Appendix 8. They are subject to stringent controls under existing health and safety legislation and it is a requirement of Council Directive 96/82/EC (Sevesco II) to control the kinds of development permitted in the vicinity of these installations.

In considering planning applications for proposed development within the consultation distances around the high pressure gas pipelines and the chlorine store at the Balmore Water Treatment Works (as plotted on the map in Appendix 8), the Council will where appropriate consult the Health and Safety Executive. Decisions on planning applications will take account of the requirements to maintain appropriate distances between the establishment and residential areas, areas of public use and areas of particular natural sensitivity or interest, so as not to increase the risks to people. As a precautionary principle, significant developments (in particular high density developments) should generally avoid these areas.
