4.1.27     As part of the Government’s sustainability agenda and in response to a number of EU Directives, the Scottish Environment Protection Agency (SEPA) published the National Waste Strategy in 1999 requiring local authorities with waste and planning responsibilities to realign their strategies away from “waste disposal” and towards “waste management”.

4.1.28     This Council, jointly with neighbouring authorities and SEPA, has prepared an Area Waste Plan (AWP) as a framework for the provision of waste management facilities across the Glasgow and Clyde Valley area.

4.1.29     The Council currently exports most of the household and commercial waste that it collects to landfill sites outside the Council area.  The only active landfill site is the former sand quarry at Inchbelly, Kirkintilloch. 

4.1.30     There is no requirement under current circumstances to seek to provide any landfill sites within East Dunbartonshire. In order however to fulfil the requirements of the EU Directives and the Area Waste Management Plan, the Council is seeking to increase the amount of waste that is recycled or reused within the local area, by reducing the waste that is produced and by providing improved recycling facilities.

4.1.31     The Local Plan therefore will support the provision of waste collection and recycling facilities in appropriate locations, taking account of accessibility, proximity to residential areas and other local planning criteria. 

4.1.32     Former  landfill sites will continue to be monitored to ensure that they are restored within the conditions attached to the consents.

Jointly with its partners the Council will implement the Area Waste Management Plan

 

               

 

DQ 7  Waste Management Policy

Proposals for materials recycling facilities or for Civic Amenity Sites will generally be supported by the Council and assessed against the following criteria:

a.   requirement under the Area Waste Plan,

b.   proximity to residential areas,

c.   accessibility by a range of means of transport, and

d.   environmental impact.

 

 

DQ 8  Landfill / Infill

There will be a general presumption against proposals for new landfill operations, including the infilling of land for “agricultural improvement”, within the Local Plan area. Where landfilling is operated under the terms of an existing consent and conditions, particular attention will be required to restoration and after care.
