INTRODUCTION
The Council receives many
applications for house development, most commonly resulting from the
sub-division of an existing house feu and may involve single houses,
semi-detached or flatted dwellings.
Any proposal of this nature must
satisfy the following guidance :-
GUIDANCE
1. THE PLOT(S)
Should
a) be of
appropriate scale, size and shape to allow development to be in a manner in
keeping with existing feus
in the locality and to reflect the character of the surrounding area;
b) include a
meaningful area of private (i.e. rear) garden ground, commensurate with the
amenity needs of the dwellinghouse in question. (see Guidance Note 6:
Residential Layout and Developments paragraphs 11-12);
c) have adequate road frontages including unshared vehicular access
to each plot;
d) have
adequate car parking and vehicle access arrangements in compliance with the
current Council’s Road Standards; and
e) be capable of development without significant loss of trees.
Should not
f) deprive an existing house of adequate and reasonable private garden ground (see Guidance
Note 6: Residential Layout and Developments paragraphs 11-12);
g)be heavily wooded; and
h)have an
adverse impact on the amenity of the surrounding properties in terms of noise
and disturbance created by access and parking arrangements.

THE BUILDING(S)
Should
a) be of a form and scale appropriate to the existing character and
amenity of the area;
b) generally conform in appearance to that of adjacent buildings;
c) have adequate
distance between dwellings, and
d) be built in conformity with local building lines.
Should not
e) materially infringe on the daylight or privacy of the adjacent
properties (See Guidance Note 3 Daylight and Intervisibility of Windows); and
f) generally be flat roofed, unless that is part of the local
vernacular.
3. BACKLAND
DEVELOPMENT
Backland Development (i.e. development to the rear of the property, see
Figure 1) can create many of the problems outlined above, for example:
-
have
no adequate road frontage,
-
have
shared vehicle access,
-
deprive
an existing house of adequate garden ground,
-
create
a detrimental impact on the privacy and amenity of the surrounding immediate properties,
in particular any existing property on the original site, in terms of
overlooking and additional noise and disturbance created by proposed access and
parking arrangements.
Therefore any applications received for such development will need to be
carefully considered and only be approved if they can meet the criteria set in
1 & 2 above.
4. CONSERVATION
AREAS AND TOWNSCAPE PROTECTION AREAS
Where developments are proposed in
Conservation Areas and Townscape Protection Areas, applicants are advised that
high standards of design will be required in these Areas. Particularly high
standards of design are also expected within the grounds/settings of Listed
Buildings and further advice is given in the Guidance Notes on Built Heritage.
